Born in Yokohama, Kanagawa Prefecture. After graduating from Kanagawa Prefectural Kibougaoka High School, he graduated from Okayama University School of Dentistry in 1993. Joined the Department of Conservative Dentistry II (Periodontics) at Tokyo Medical and Dental University School of Dentistry. 2006: Opened the Yoshino Dental Clinic Periodontal Implant Center. 2008: Established Seikeikai Medical Corporation. 2008: Received the Japan Society of Laser Dentistry's Outstanding Research Presentation Award. 2010: Received the Osseointegration Study Club of Japan's Best Presentation Award. 2013: Received the 2nd Award at the 11th International Symposium of Periodontics and Restorative Dentistry Poster Session. In 2014, he established an internal medicine department and changed the clinic's name to "Seikeikai Clinic Internal Medicine and Dentistry." He also became chairman of the psychiatric hospital Jujikai Matsumi Hospital (now Yasaka Memorial Hospital) (250 beds). In April 2017, he became chairman of the Tokakai Ichinomiya Onsen Hospital.
